देहरादून। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में शनिवार को सचिवालय में हुई राज्य मंत्रिमंडल की बैठक में उत्तराखंड की शिक्षा व्यवस्था को नया स्वरूप देने वाला एक ऐतिहासिक निर्णय लिया गया। बैठक में ‘उत्तराखंड राज्य अल्पसंख्यक शिक्षा प्राधिकरण’ के गठन का प्रस्ताव मंजूर किया गया है, जिसे आगामी 19 अगस्त से गैरसैंण में शुरू हो रहे विधानसभा के मानसून सत्र में पेश किया जाएगा।

कैबिनेट ने इसके साथ ही ‘अल्पसंख्यक शैक्षिक संस्थान अधिनियम, 2025’ लाने का भी निर्णय लिया है। इस विधेयक के पारित होने के बाद राज्य में अल्पसंख्यक शैक्षिक संस्थानों को औपचारिक दर्जा देने का अधिकार केवल इसी प्राधिकरण को होगा।

अब तक यह दर्जा मुख्य रूप से मुस्लिम समुदाय को मिलता रहा है, लेकिन नए कानून के तहत सिख, ईसाई, जैन, बौद्ध और पारसी समुदायों द्वारा संचालित शैक्षिक संस्थानों को भी यह मान्यता मिल सकेगी।

विशेषज्ञों का कहना है कि यह देश का पहला ऐसा कानून होगा, जो अल्पसंख्यक समुदायों द्वारा स्थापित शैक्षणिक संस्थानों को मान्यता देने के लिए पारदर्शी और सुव्यवस्थित प्रक्रिया स्थापित करेगा। अधिनियम का मुख्य उद्देश्य शिक्षा की गुणवत्ता और उत्कृष्टता को बढ़ावा देना है।

सरकार का मानना है कि इस निर्णय से उत्तराखंड समावेशी और गुणवत्तापूर्ण शिक्षा के क्षेत्र में एक अग्रणी राज्य के रूप में उभरेगा। साथ ही, यह विभिन्न अल्पसंख्यक समुदायों को अपने शैक्षणिक संस्थानों के विकास और सुचारू संचालन में मदद करेगा।

Dehradun, Uttarakhand – In a landmark decision aimed at reshaping the education framework in the state, the Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, approved the formation of the "Uttarakhand State Minority Education Authority." The proposal is set to be introduced in the upcoming monsoon session of the state assembly starting from August 19 in Gairsain.

Alongside this, the Cabinet also approved the introduction of the "Minority Educational Institutions Act, 2025." Once this act is enacted, the authority will have the exclusive power to grant formal recognition to minority educational institutions in Uttarakhand.

Until now, such status was primarily extended only to educational institutions run by the Muslim community. However, the new law will empower institutions operated by Sikh, Christian, Jain, Buddhist, and Parsi communities to receive official recognition as minority educational institutions.

Experts have noted that this will be the first law in India to establish a transparent and structured process for recognition of minority-run educational institutions, with the main objective of promoting educational quality and excellence.

The government believes this progressive step will position Uttarakhand as a pioneer state in providing inclusive and quality education. It is also expected to support various minority communities in the development and smooth functioning of their educational institutions.

The new authority will oversee the transition, replacing the current Madrasa Education Board Act, 2016, and associated Madrasa recognition rules by July 2026, thereby broadening the scope to include languages like Gurumukhi and Pali under minority education.

This initiative marks a historic stride towards educational equality and social inclusiveness, with Uttarakhand emerging as a leader in empowering minority education across the nation.
